The purpose of the Study is to analyse the viability of an urban regeneration in Gernika from different points of view, consisting in the transformation of a place currently used for industrial activities into a residential area. The analysis of the feasibility of this operation has been raised from five points of view:
In the first place, the operation must have an urbanistic justification that supports it and responds to the current needs of Gernika in terms of urban development.

Secondly, the feasibility of the operation is linked to the possibility of undergrounding the Amorebieta-Bermeo railway line of Eusko Tren which currently separates the residential area from the industrial sectors.

Thirdly, it is essential to ensure the economic viability of the operation, taking into account the possible financing channels that could intervene and evaluating all the costs associated with the operation.

The fourth aspect associated with the viability of the operation concerns the legal facts of the operation, including the organisational and institutional actions that would be desirable for mobilising and establishing the urban planning process that would need to be developed.

The last aspect analysed is the possible interference of the actions associated with the regeneration operation with the existing planning instruments, both territorial (municipal and supramunicipal) and sectorial.
